There's a quiet mystery surrounding this guy. He had 6 games with a qb rating 98 or higher before week 13 against Miami, where they clearly changed the offense. His average rating the 1st 12 games was 87. IMO Washington clearly tanked starting week 13 , nobody noticed because they were ready to say Howell and Rivera were terrible. Rivera, maybe, but Howell wasn't.
