Decoding Dyslexia CA is a grassroots movement driven by California families, educators and professionals concerned with the limited access to educational interventions for dyslexia and other language-based learning disabilities within our public schools. We aim to raise dyslexia awareness, empower families to support their children, and inform policymakers on best practices to identify, remediate, and support students with dyslexia in CA public schools. Maria Daisy Ortiz’s testimony centered on how her daughter’s difficulties were assumed to be due to her being an English Learner, not related to difficulties with reading. Screening would have detected her reading challenges much earlier, in K-2, during the most impactful time for intervention. Daisy also highlighted her advocacy work in supporting other families in her community.

Your right common sense has to reign. Screening for dyslexia when you are supporting OUSD with using a tier 3 intervention program for Foundational Skills that groups students for instruction based upon their placement in the curriculum as tier 1 instruction (which is grade level standards aligned instruction) is absolutely NOT common sense. It is flat out wrong and it is a racist practice. This tracking is modern day segregation (per the CDE). SIPPS is not a tier I curriculum. Just go to the CCC webpage for SIPPS or the article they published "Aligning a System of Support to Reach All Learners" to see how the CCC explains that it is just an intervention program! As long as you support OUSD in using mindset where you do not ensure students are FIRST provided grade level standards aligned first instruction (tier I) and then additional support, if needed, with that grade level instruction (tier II), or even more support with adding in intervention (here is where SIPPS belongs) all the Dyslexia screening will be is another test students take in a failed system without any actionable, research based practices and curriculum to do anything about it. I cannot take your urge for dyslexia screening seriously when you support a district with perpetuating a system of oppression where disproportionally Black and Brown students are leaving third grade unable to read because they tested below grade level in a curriculum and thus, never received grade level Foundational Skills instruction. Imagine leaving third grade having never been taught or exposed to 2nd-3rd grade Foundational Skills standards! That is what Early Literacy is in OUSD thanks to the decision to not adopt the Foundational Skills component of EL Ed, which would have given the tier II & II instruction and allowed SIPPS to be used as designed, an intervention used in addition to the tier I and II instruction.
I understand your perspective. EL Education's foundational skills program still used 3 cueing as a resource which was a non- starter. We preferred and advocated for a comprehensive, research-aligned, evidence- based curriculum that was all inclusive. We recommended prioritizing results, usability, and lowest needed prep time. They decided to go with EL Education because it is an "activist curriculum with a social justice lens" and figured that works help teachers embrace the shift, even if it meant grafting in a tier2 program for foundational skills. Since the teachers (we met with teaching staffs at several schools) wanted EL, it is evidence based, abs the district staff wanted it.... we had to make a decision. Keep fighting it and end up with more lucy Calkins, or take the compromise and pivot to support mode. We grudgingly choose the later. Why? It's rare the teachers and staff agree in anything, so we didn't want to be the impediment. We also shared concerns about usability with union leadership and brought them to meet with the head of EL Education. They focused mostly on identity and culture. Important. We focused on usability and prep time. So, the focus on racial and social justice you are espousing is exactly what caused EL to be chosen over other, self- contained options with strong results. Ironic, isn't it. Sometimes we create the conditions that embrace the things we most abhor.
WHY IS THIS IN MY RECOMMENDATIONS
You can screen for dyslexia as much as you like. What I’m interested in knowing is HOW those students with dyslexia are going to be taught. I’m not impressed with what I’ve seen in CA schools so far.
My current school is a BL school. I've been trying hard to help us use a more effective approach. . .structured literacy based on the science of reading. What advise can you give to help?
"We know 95% can be taught." For how long have we known that 95% can be taught and why has it not happened. This presentation is just repeating what has been said for years. Given the expert testimony in the case, by Shinn & Fletcher, it appears that the SELPA's premature adoption of PSW will likely be yet another costly error--just more problem admiration than solution focus. If an intervention has been vetted or shown to be effective as done in MTSS, it's difficult to argue that the offer FAPE was inappropriate. It's unfortunate that CA as a whole hasn't adopted non-categorical IEPs.

I truly hope that the outcome of this settlement is long-lasting change to reading and English Language Arts instruction in Berkeley USD to benefit all of their students, especially those who have difficulty acquiring literacy. In addition, I hope that school districts throughout California and the nation may use Berkeley's Literacy Improvement Plan as a template to improve their own systems and processes related to ELA instruction. Far better for society for the outcome of the lawsuit to be a template for improvement across the state/nation than to be a template for future lawsuits.

This problem can easily be overcome if teachers and parents are willing to keep an open mind on why kids are unable to read at grade level at the end of grade 1. Ask yourself why kids are able to be brought to grade level and maintained at grade level after a short period of intervention. Organise a Google meet or Zoom meeting and I will share what I have learned from my dyslexic students I taught on a one on one basis over 15 years.
More than 50 years ago the main cause of kids being unable to read was already determined. Why is this still unknown to the masses?

This is just an issue with the presentation skills of the speaker and nothing to do with the theoretical content, but the part about being "wrong" when describing the first Hanzi we see is in itself, wrong. Because of his vague instructions, even a person born and raised in China, Japan, or any other country where text is traditionally (but not always) read from right to left vertically, would misinterpret him. Just wanted to share some constructive input. Cheers for sharing the presentation.
