I had a similar issue, turns out it was a rubber grommet inside the AF screw that was missing that threw off the mixture.

Bought a chinese made gas bike kit and installed it. The only problem is that it came with a bad voltage regulator lol. might just go get a brand new throttle stick and carb now............

You can alao punch out the governor gear and just use a self tap nut ......no need to remove crank

When i did this on my car i just used a wooden block and a hammer to knock the honeycomb from inside the pipe, did you try that?
