She's wearing clean clothes, holding a dog, and has dyed hair. Don't forget that the people living in the streets choose this life because they get everything for free. She doesn't have to work and she just gets to use all day as much as she wants to.

As long as she's given everything for free she'll continue to use drugs. She's not dumpster diving. All she has to do is stand at an intersection and people will give her all of the clothes, shoes , backpacks, and food that she could ever want. Most of these people can make about $200 in 5 hours or less and spend all of it on drugs and rely on handouts for clothes and food. They don't quit until they get too disabled to keep using and begging.
