A bit more research is needed. The flag competition had rules applied eg; the design had to have the Union Jack on it, couple this with the popularity of the Southern cross this is what we ended up with. It was never put to the people, the government of the time sent it to the King for royal assent. No vote was put in the parliament. The King liked it so therefore it was accepted. but only on condition that the blue ensign was the flag of the Government not the nation and was flown on official occasions only. No one could purchase or use the flag without government permission. The Army applied to be able to fly the flag on it's bases and it was granted. The blue ensign was never flown on the front lines as this was not permitted. The Australian soldiers of both world wars fought under the Union Jack as they had signed up to fight for their King. All Australian service men and women were transported to their graves with the Union Jack draped over their coffins. The Red Ensign was the flag for the plebs to do as they wished. Both designs are British naval flags with some stars on them. In 1954 Menzies put it to a vote in Parliament and it was passed as the official national flag and again never put to the people. As an American, I always wondered why our Australian cousins never revolted. My earliest awareness of Australia was through AC/DC and Mad Max movies, but when I learned they were a penal colony, I was baffled that they didn't follow suit aside from a handful of rebellious Irishmen.

Several nations have a smaller population then the number of Americans that can trace there ancestry from that nation. For example there are 4 times the number of Norwegian Americans then there are Norwegians today. In a period of 10 years from 1845 to 1855 1 quarter of the Irish population immigrated to the US. Today 31.5 million Americans have Irish heritage including 13 US presidents.

It's a British ensign. A British colonial flag. But there is no need to change it while Australia is still under the British Crown and not yet a fully sovereign nation. If and when Australians have the patriotism to break free from Britain's monarchy to become a Republic, then it would make sense to change it.

As a hobby I collect flags. It's funny how the Commonwealth countries have had a myriad of changes. I got South African and Canadian flags too. The old Canadian flag has the Union Jack with a red field and crest. The leaf Flag came into being in the mid 1960s. The United States just adds a star for states.
