Kind of but not really. Basque txalaparta works more like Marimba - vibrating wooden planks make a sound while skrabalai (the instrument in the video) has wooden bells vibrating and, thus, making a sound.

The biggest challenge is tuning: this instrument is extraordinarily hard to tune because the wood has an annoying property to not let the air out of it, making it hard to have a stable tune. Basically, I retune my instrument each year with a master because wooden bells change their tone because of temperature, humidity and etc. The second-biggest challenge for me is to play legato and apply proper music dynamics, especially contrasts, for instance, between piano and forte. People usually say my instruments sound like wooden harpsichord when I play classical music. Maybe it does not sound fully appropriate for classical or pop music because it was made for traditional music, but I was the first musician to show that at least it is possible to play other genres. Now I am working on the new idea of how to improve skrabalai.
