Yes, that's because BFV is using the Frostbite 3 engine. All games using the FB3 engine is indeed quite optimised for lower end builds.

i have core i5 7400 cpu
and gtx 1050 ti
8gb ram
hdd 1 terra
when i play far cry new dawn or battlefield 5 on even low graphics my cpu uses 100 % most of time and gpu most time under 70 % and sometimes 0 % for 2 seconds !!!!
i am sure and u know also that no bottleneck between them, they are compatible with each other
notice: no high tempeture for cpu and gpu/ i m not overclocking/ power managment is maximum/ ram consumption is 7400 MB max/no virus/ good voltage from power supply
why my gpu dont work on maximum performance ?

If you guys can't get full performance From your gtx 1050ti, then check for bottleneck if it not bottleneck then check the gpu temp ( mine was max 63c° while playing fra cry new dawn ) if this not help you then try (you have clean up junk files, here how to dooo....)
Open run command
Type - temp , delete all files in that folder
Then open run and type - %temp% delete all the file
Then disable sysmain in services ( note: this service disable windows update checking ) so you have to manually check for updates
Turn off all background apps in settings
And try to use razer game booster it may help you
