Another reason I elimanted C is because it states what commuters should be "allowed" to do, however, the stimulus isn't saying they won't be allowed to drive it's just saying Munville is trying to induce the commuters to take buses, they aren't making it illegal for them to drive. Therefore, C seems out of scope to me.

Often there is more than one reason that any individual choice can be eliminated, and you are certainly correct that the verb "allowed" would require additional information to appropriately apply to the plan at issue in this argument. That said, beware of allowing yourself to simply call something "out of scope" as it can incorrectly allow you to overlook a variable that, if applied correctly, would have the intended effect required by the task of any individual Logical Reasoning question.
