Type any random flag emoji on the blank page on ibis paint like "🇮🇹" and then import the picture of the flag of any country from your photo gallery
Open the layer section
Place the picture above the text "🇮🇹"
Now press the "clipping" button and adjust it
After adjusting, merge the layer and you're done, hope that helps!

but if you want to make edits, i recommend you to make them in capcut since it's easy to use
