sonic R has one of the most unique soundtracks in the series beause its its MOSTLY vocal and it also came out on the Sega Saturn, before Sonic Adventure on the Sega Dreamcast (this one marked that rock sound associated with sonic), so these vocal tracks from before then have a much more whimsical feel, i wish theyd go back to it for a proper new track at some point
