It isn't. The RLUSD (Ripple's Stable coin) will be 1:1 backed by the u.s. dollar. XRP coin will be needed to move RLUSD from one person to another. Each time an RLUSD transaction is done, a small amount of xrp is used and eliminated from existence, raising the price of XRP on the market ( because there are less of them existing now).
