Oh man, the more I watch these, the more I think Sarumi is outrightly canon! Like, how could they not be?!
Actually they are semi-Canon. Means Saru has feelings for Yata, or the mangaker confirmed it half-way

It's not as lover, but they are best partner there. Except you include novel/manga made by fans and these CD drama.
Fushimi is just missed Yata and doesn't want to be forgotten. Unlike Yata who got happy peaceful days since joined Homra, Fushimi's path is thorny ones. Scepter 4 is got plenty enemies inside. If he stay at Homra then Hisui and Reishi will forcefully attack indirectly to Homra for scout him(he might be accused/kill someone accidentally consider Hisui scheme). Not mention Reishi give the agreement if Fushimi joined and help Munakata gained Scepter 4, Scepter 4 will blind eye to Homra act as long not too rash.(so Blue and Green won't attack Red) Then Reishi is suited to fight indirectly with Hisui unlike Mikoto.
He decided to be hated by Yata after met again because coincidence, and he had to kill his feeling until Hisui dead (even Kusuhara's death event actually because Hisui want Fushimi out from Reishi). He wish Yata going with him but realized that is impossible wish.
Actually I wish I know who Fushimi's king.... Himself (Hisui said it and we know Fushimi hated to be ordered/toyed), Reishi (Yata who said it but he didn't know anything), or Yata(because the manga showed scene Yata told about Reishi is his king then Fushimi said 'my king is...' when nobody heard that plus scene Reishi hostile with Yata unlike other Homra people at Basashi event).
If Reishi, he consider him as Father/old brother and Yata like a little brother. This is why it's ambiguous. While Fushimi actually cared too much those who can close to him. He even bait Blue to move because Tatara's death. He is sad when Mikoto died. The ending is he will went to visit Homra because finally got freedom.
