Only men could be judges, and they used the death penalty very freely. Judge Death pointed out that Deadworld never had any concept of the sanctity of life (of course, he thought that meant they had been more enlightened than Megacity). The Megacity Judges do a lot of collateral damage, but rarely use the death penalty in an official context.
It might have been non canon but one comic said or showed his face was scarred and/or burned. So while his face probably looked like Fargo's over the years it may have gotten messed up.
That image is non canon. When it was shown they had not yet stated Fargo was Dredds clone father, just he had been cloned. When that was revealed Fargo was then drawn to resemble Dredd and Rico, his face was never shown from then on.

I've noticed in the colorized comics the judges helmet's come in different colors from White, Black, Blue, Green, and Red, do these denote rank or specialization tried looking up that information but it's hard to come by
The white color is usually rookie judges with black and blue usually being the result of the colorist using different tones. Not sure about green and red, possible Irish or soviet/Chinese/Japanese judges.

Dredd never had a family. He was vat grown in a lab and raised within the Department. Which could explain why he is so detached from other people. It took him decades to admit that he had feelings for Judge Anderson and viewed her as a friend, rather than an annoyance like he usually claimed.
