It seems like Worksafe is just as incompetent as those builders. We used to have them come through work and identify nothing even when their was obvious violations.
Apparently in some cases I believe they were NOT employing qualified tradespeople to enforce the laws in there respective field as it was feared they might hold prejudice against people working slightly differently to how they may have done the job.

Companies ARE submitting photos, usually from different sites, instead of inspectors actually doing their jobs and visually siting plans, and understanding ALL codes whilst performing their duties. OSH turns up... bans all the immigrant workers from using their dodgy power leads and switchboxes with no RCD's or any form of protection... all the gear was put away, and as soon as the inspectors were gone, all the stuff came out again and straight back to work... the law means nothing, so why even bother trying to "enforce" it?

The most important question is, were they done according to the building code? If so, then it's the building code problem, like leaky houses done in the 90s, don't blame the builders, blame the people who wrote the building code.

So we use our own people to build rail link, and they not just know the policy, they also understand it deeply to blow the budget few times, and delay the project for many years. and that's from our pocket, tax.

When you have heard stories of things like correct required quantities of metal rebar being tampered with, to have some of it quietly removed from foundational construction by certain building gangs AFTER it has been sighted and signed off by New Zealand Building Inspectors, this outcome seems not at all surprising. Following the money, as well as carefully documenting the results onsite and comparing that to what Council records allegedly showed should have been done, will not only prove who is responsible but also why this occurred. Be very, very careful who you contract to literally build for you, New Zealand.

As usual. When it counts, you can drive a truck through our codes. No use pointing our finger at a crafty construction company, which is meeting the law.
Quite often, they are quite a lot like crisp bread if they are not filled with concrete. Bricklayers get paid by the hundred bricks laid normally which is not about whether or not bessa blocks are filled with concrete. Unless a bessa block wall has a steel reinforced concrete beam running sideways through it(which never happens) or a steel reinforced concrete beam over the top of it - it will be happy to try to come apart if the ground shifts, subsides or moves in any way. The most solid way to build them is never done. Which would be to put steel reinforced concrete columns into the ground tied into steel reinforced concrete footings using similar steel reinforcing to the columns , steel reinforced building concrete slab ,then a few feet up to have a beam running sideways that uses steel reinforcing to tie it into the steel reinforcing of the columns, then to have steel reinforced concrete beams running along the top of all the bessa block walls tied into the steel work of columns and beam on top of the wall. Would never happen as it would take too long and be too expensive to build. Ideally bessa block walls are laid on a foundation of trench with steel reinforcing with a concrete, and a steel reinforced concrete slab on to of that before the bessa block walls are built. Another thing that should probably happen that does not, would be to put 10 millimetre thick steel reinforcing into all concrete house slabs and to put any leftover reinforcing mesh in as well. I have 2 foot laps on steel reinforcing mesh in my house slab , twice the recommendation at the time and still got minor cracks in the slab. Put in a reasonable piece of 10mm reinforcing and the barely visible cracks in the slab stop and bend around it because the weight of the concrete was not strong enough to bend the mesh there at all. Unless you build it yourself you get whatever you get and if it falls apart then thats how it goes. Try doing what i mentioned and your house will likely not get finished because it would take too much time to build.
NZ buildings should be able to handle 150 km per hr winds...which would be about top-of-the-range climatic test? ...and add heavy rain and ground water toi soften the land..

This is so funny that this has only now become an issue ! I am a former brickie as was my father. In the last twenty years we witnessed an influx of mostly migrant " tradesmen " who really did not know what they were doing, building unbelievably shoddy work. We were staggered how little seemed to be picked up by the new generation of inspectors mostly young who were not from a trade background. It was patently obvious that Auckland was being used as a quick buck by these skilled workers often funded by decidedly dubious offshore developers mostly from China when it came to Auckland apartments. In my personal opinion many poor quality apartment towers were rushed into development that in the 2000's and 2010's that are extremely substandard. If Auckland were to witness an earthquake on the scale of what Christchurch endured there will be apartment blocks pancaking everywhere and fatalities will be exceedingly high
Their mortar must have been very weak as it has come away cleanly from all the blocks shown. Standard practice all my yrs of experience we filled it or backed at no more than 2m. It is typical of tofu construction to ignore safety and quality as far as possible to maximise profits. Still to this day every man is his own safety officer. If your not taught the correct way you wont act the correct way,. Thank god the concrete is mixed offsite and professionally batch mixed, otherwise these building might blow over anyway.
The Concrete Block Walls that blew down, weren't necessarily built by Migrant workers or Chinese. The walls were at a vulnerable height, not filled with Concrete Blockfill nor were they Braced. A recipe for failure against strong winds. Blocklayers in general, will push the limits, pre pour as its more cost effective to do so!!! But not in this case!! The only good thing about this failure, is that noone was injured or kiĺled.

Competent Builders Check the weather, for the day, then, the week.. even Further, helps you plan ahead. If sudden weather change strong winds are forecast, youll only continue to whats safe, an double back immediately an get crete in those blocks urgently, an youll still need to brace.. In strong winds, those Empty Blocks, would need major, serious Bracing, carried out by experienced, qualified ppl.
this what happens when you chose qualifications over experience. the best builders are old guys with no qualifications, the worst are people with 1 year of experience chosen over someone with 20 years' experience. also cutting corners, leave building to the experts not government rushing and cutting corners.
Don't trust any worker from overseas. All they need just money not worry about safe n health of the community. The government must check their licenses construction.
They hire these construction guys fully knowing that stuff like this gets rushed; because it’s cheaper. They want houses built cheap and fast. Don’t blame the immigrants, because that’s the only way they can compete with the already established construction market. Blame the system for unregulating these problems.
My experience, pouring concrete as soon as you can to avoid collapses like deep hole as well; unfortunately due to inspection from council , some processes is dragged slow down.
