this is a very deep but mysterious phrase but takes lots of in depth thinking to process, you would have to consider a few scenerios...in this instance the captain is blaming gamble for shooting that woman to save her, the right thing would have been to save her at all costs but gamble accidently shot her, she survived but she ended up suing the city because the cop shot her on accident, the right thing was to shoot the hostage taker for taking her hostage but sometimes there is nothing you can do, so sometimes doing the right thing is not the right thing...it basically means you have other options rather then just one way or another or it means all you can do is nothing, as in theres nothing you can do...thats what it means
So, Gamble by your description there, sounds like he's in a damned if you do, damned if you don't situation. If he did nothing, wouldn't he have got chewed out as well?

Perhaps it just means "what you think/thought it is/was the right thing to do in a particular moment isn't/wasn't actually what you should do/have done"...
