If Hotline Miami was set in a cyberpunk dystopian world where people wearing animal masks target the government and try to take it down. Something like Mother Russia Bleeds, but higher graphics, and more gore.

I put this song on the same level as Converter. Seems like it has the same basic structure of two foundation parts that are good enough to basically listen to forever which play (almost) throughout, with layers getting swapped in and out to keep it from being too repetitive. This track among others was definitely enough for me to buy the album!
