What?? 99% of indian can't even speak a single sentence in Sanskrit and you wanna develop a whole OS in it.
I am not even considering that you have to develop a language from scratch, which as an added difficulty level wouldn't even be able to borrow modules from other existing languages.
Consider this, we already have languages which are very close to being a machine language which completely throws any benefit of using sanskrit out of the window. Since the most precise and accurate language for computer is machine language...

We already had an OS named "Indus Operating system" that was developed in 2015 in India, but nobody is using it.
We have some gps equivalent too.. Noone uses it

In the case of Indus OS, initially our local manufacturers (Micromax etc) included this os in one or two of their phone models. General public always prefer best mobile experience and hence these new OSs fails miserably. The problem is that it is very difficult to match the capabilities of Google, considering the top notch r&d that they have.
Remember ISRO's alternative for Google Earth? Nobody (including ISRO) uses it now!!!

Its good to see such initiatives. But we have seen enough OS come up and die fast. If it is not good, it doesn't matter what patriotism the sale is based on. Nokia couldn't make windows OS work. I have to see how the OS actually works.

To begin with any company would use their skin on their device. Example One UI on Samsung, MiUI for Xiaomi. Why would they use BharOS and abandon their skin they spent billions developing?
In my opinion, it probably will never be popular among civilians just because of the fear of the government spying on you. This will be used specifically for high-risk government workers as a custom ROM.....
As far as actual mobile OS goes, even Microsoft couldn't do it with their years of experience and money. It's easier to make the OS, but a lot harder to convince app developers to make an app for it.
