The Peppa Pig line is making fun of how Borris was doing a speech and started going on and on about how the UK should be more like a theme park called Peppa Pig Land

Penguin won this, imo. Some more info on the bars about or from boris are below.
1. "Conservative but i'm putting these woman through Labour"
Labour is the major opposition party in the UK.
2. 'Black and blue, like I did to the passport'
The UK passport was a brown like colour. Once we left the eu, the gov changed it to be blue again.
3. 'Pexit the way they leave you out of the DC ... EU'
A play on Brexit, britain leaving EU. Pexit, Penguin being left out of the DC Extended Universe .
4. 'Closer with pigs than David Cameron is'
David Cameron was the ex-PM who resigned in 2016. He was rumoured to have fucked a pig.

'penguin bars are meant to have jokes' like penguin chocolate bars here in the uk always have a joke in the wrapper

Some more explanations others haven't mentioned.
"Penguin Bars are supposed to have jokes" penguin bars are a brand of chocolate, they come with jokes on the packages.
"Mayor of Londons Grime scene" BJ was the Mayor of London for a time.
"I've been Cumming more than Dominic lately." Dominic Cumming is a UK politician. Boris Johnson has had a lot of kids with various women.
"You look like Peppa Pig, kind of" is a reference to a speech where Boris randomly started going on about Peppa Pig. The line makes no sense
"Chance to hide inside inside a fridge" Boris Johnson once famously hid in a fridge to avoid questions from journalists.
"Twice now you've been hung up on a line" Boris got stuck on a zip line over London during the Olympics and was left hanging there awkwardly until they got him down.
Also fun fact about Johnson's hair- he messes it up on purpose. His whole bumbling fool persona is very much intentional. Also this battle was written nearly a year earlier,so it doesn't reference all his more recent controversies.

The grime scene line is probably also a reference to Vossi Bop by grime artist Stormzy which mentions Boris.
