Hi Reni! 'Eh what what' doesn't really have a direct meaning. It is a marker of accent that is particularly associated with the English upper-class. Of course, that does not mean that all upper-class English people say 'eh what what' every time! This is emphasised for comedy. The closest we could say that 'eh what what' means is something like 'isn't it so'. However, it's best to consider it nothing more than a marker of class and accent.
