@mikeybetso; Every Police Dept. outsourced their Forensic and Scientific Investigations in the early part of the 20th Century to College University labs that had the talent and equipment to do so and contracted with the City Police Department. Just as the Morgue was another outsource used by Police Departments and is still in use today. An elected Coroner could be anybody? The Medical Examiner is also outsourced in many Cities and Jurisdictions due to budgets. A Medical Examiner is the only one qualified to perform Autopsies. Toxicology reports are also outsourced to Pathologists who work for Independent labs. ME's and Coroner's do not perform Toxicology testing or write the reports. All of the Outsourced Experts are trained in their own field of knowledge. Police Officers have different training in their field. All of the Experts work Independently to bring a Case to a close and collectively at the end of a Case if it is ever presented in a Court of Law? You have the footprints of how the Evidence was found, collected, examined, and presented.
This is before they had their own forensics teams. Often using the College University labs for their Scientific Investigations just as they used the Morgue and Medical Examiners for Autopsies and still do today.
