I think the game started out as Mega Man 8, but was scrapped in the middle of development and they brought over the art style/sprites and two Robot Masters and made the final Mega Man 8 out of them. Then after MM8 came out, they took the remains of the scrapped work, added MM7's sound effects to it (because it was scrapped before it's own sounds were added) and made what was going to be MM8 into "MM8.5", a.k.a. this game, Rockman & Forte/Mega Man & Bass.

Mega Man 8 is a 32 bit game, just that they were able to decompress the sprites enough to fit it into a cartridge. By the time this came out, in 1998, Capcom had 7 to 8 years of SNES experience under their belt (SFC came out in Japan in 1990), and knew the ins and outs of the console.
Got this game years ago, when it was cheaper, pretty good Mega Man game, but due to late release, we didn't get it in the US till the GBA came along. I've never seen the GBA version locally to buy (might be late now, it could be expensive as well), so the SFC original is good enough for me.

wish this game got included in Collection 2. i mean, it really should've have been included. i've read comments that the reason it doesn't get ported is a licensing issue due to the nature of the original release, but that seems like BS to me given that capcom seem to own it anyway, own the megaman license, were able to port the game to GBA without issue. i imagine it was more a case of .. do you port the snes version and put in the extra work to translate the game (which costs money), or do you port the GBA version (which is lower resolution and inferior version graphically and soundwise), and it seems they just went with option C which was straight up "whatever don't bother". shame cos i played this back in the day on zsnes and always enjoyed it, and then later played megaman 8 and thought the level design was kinda crappy and didn't really feel like good proper megaman. and tbh i can't even remember if megaman and bass was good proper megaman either but i remember it being alright and eitherway it should've just been included in the collection even in a completely bare bones nontranslated version because seriously who's playing megaman for the story??? this was a cool game and at the very least it would be nice to a see a $10 download of the japanase version on the switch estore/psn store, just to let people better complete their megaman collections with this interesting but totally viable game in the series.
I am so glad I’m not the only one who thinks the SNES version of MM&B is the definitive version for many reasons (and yes! One of them is because it has swearing in it!)!!!
+Willy Dafoe Capcom recicled assets (and bosses) of MM8 for this game. This was a very late release for the super nintendo, so late that it actually never made it to america (this is a fan translation). Inafune wanted to give super nes players one last game, but given the console's lifespawn was ruining out, they cut corners to make the game ready faster. It's a good game, but you can see it suffered a bit because of the rushed development ( it's slower than MM7, some of the enemies hitboxes are off, the sprites made for the psx were a bit big for the SNES' resolution (and some of the animation frames were removed).
I am stunned at how much better the music is on the Gameboy Advance version than on the SNES. It is almost always the other way around (the Mario Advance and Final Fantasy Advance series all come to mind).
i think this was gonna be the real MM8 but for somereason got held back. then MM8 comes out on the PS1 in 1996 in japan when the SNES comes out with this in 1998 only in japan.

@MaxxTheSlash Sounds like that could he true... In the credits of MM8, with all of the fan drawings for the Robot Master Contest, one of the drawings looks like a Pirate Man...
They probably didn't release the SNES version to begin with because it was released in 1998, a year after Kirby's Dream Land 3 marked the end to first party SNES games in the US (and they might've stopped earlier in Europe, where the game wasn't initially released due to PAL conversion issues) and the year where Frogger marked the end to SNES games as a whole here; the Japanese version of the console, the Super Famicom, lasted longer, being discontinued in 2003 as opposed the the SNES being discontinued in 1999, and some naturally got games for a couple years longer as well, with the last game for the system being Metal Slader Glory: Director's Cut, a remake of a 1991 Famicom visual novel that was released via the Nintendo Power download service in November 2000, so it was slightly more logical to release a game on the system in 1998 in Japan, I suppose. Regardless, it makes sense that Capcom USA might not want to release a SNES game in the midst of the N64 era because you can't exactly expect great sales from it. As for why they never ported it to the Legacy Collection, I think it's simply because they only wanted to port the numbered Mega Man games to the collections, and none of the side games, which Rockman & Forte is, as indicated by the fact that none of the side games are included in either collection, and this game also has the fact that they would have to put in the effort to translate the game to English, which might be more than they were willing to do; I can easily imagine a AAA company not bothering to put in even a little more effort for basic stuff, especially because these are meant to be easy money, so they probably think that spending even a little money on translating a game would diminish the point.
I mean, stuff like small speakers, static and stuff like that. That's why I'm scared to play the GBA version of Final Fantasy VI and the DS version of Chrono Trigger.
This game is hard as balls, but yet I still enjoy playing through it every now and then. The ending was quite poorly done imo. No epic final boss music, no obligatory castle exploding/cutscenes after beating the final boss like previous Megaman games. It just felt like a lackluster mix of MM7 and 8. I can see why it's so underrated, but it is still fun nonetheless
GBA's screen resolution may play a part in that, going all the way back to the original Game Boy's 5 Mega Man games. Some players struggle to adjust to a different screen resolution, but overall this game is not easy at all, especially with Rockman, with Forte, the stages are more tailored for him.
Nope, there are many composer for this game, including Naoshi Mizuta (from Final Fantasy XI fame) and Akari Kaida (breath of fire 3, luminous arc, and many others). X4 was composed by the same guy from apollo justice, onimusha, demons crest and others: Toshihiko Horiyama. Sorry for late response.
Proto Man was right in the ending-- the one reason why Bass could *NEVER* be able to beat Mega Man is he only fights for himself, and that makes him weak. Even when he's used tricks or external sources of power, he's been beaten, and he just is too dim to see his ego and his selfishness prevent him from being stronger.
Goddamn, I should really pay attention to the title of the game, I thought it was a Mega Man X style game, I feel a little less inclined to play it now
The player sometimes seem to know what he's doing (probably due to using save states), sometimes he seem to have little experience playing Rockman. It's confusing.

Why was this not part of MegaMan Legacy Collection 2?
Cause Capcom was lazy.
Megaman & Bass
It's too bad the only English version is the GBA version. There, I have to worry about poor sound quality and the screen being too small.
Poor sound quality?! I love the gba more than the snes one just because of the sound font
I mean, stuff like small speakers, static and stuff like that. That's why I'm scared to play the GBA version of Final Fantasy VI and the DS version of Chrono Trigger.
If you are asking, I like the music style of sonic advance
I'm waiting months for gameboy advance soundfont for mario paint composer
If you don't believe me, hear the gba version of cold man, it's the better than any version (snes, wonderswan)
Master 😀
I don't like the green devil. He moves around too much.
Now I see where rockman and base challenger from the future on black and white wonderswan got it's music from and gameplay
3:20 got cleaved in half in singel stroke say "I am all right" yeeet
Unpopular opinion i like the gba version
Interesting.
I just beat it with Megaman and honestly, I agree
11:33 wtf is he doing?
This game is hard as balls, but yet I still enjoy playing through it every now and then. The ending was quite poorly done imo. No epic final boss music, no obligatory castle exploding/cutscenes after beating the final boss like previous Megaman games. It just felt like a lackluster mix of MM7 and 8. I can see why it's so underrated, but it is still fun nonetheless
Versión Snes is Easy
Versión GBA is Very Hard
GBA's screen resolution may play a part in that, going all the way back to the original Game Boy's 5 Mega Man games. Some players struggle to adjust to a different screen resolution, but overall this game is not easy at all, especially with Rockman, with Forte, the stages are more tailored for him.
funny how these graphics on the SNES look cleaner then the MM8 version muddy sprites.
this game running 256x224
MM8 640x480
+SuperDeluxe80 i know super clean looked better than my n64 for some odd reason on my led screen.
I don't know but I like the new size of the sprites in this game for sure.
Agreed. Looks much better here
the soundtrack in this game sounds like X4, same composer?
This is the most bizarrely Sega Genesis looking SNES game I've ever seen.
You mean PS1, not Genesis. The Genesis wouldn’t be able to handle *these* graphics.
Why bass so rare as playable in megaman?
capcom reused tengu man and astro man
I feel this is a superior megaman 8 than his PSX counterpart.
There is not Rockman and Forte Original Version There is translation 99% english version
I live in the town Slingblade with Billy Bob Thornton was shot.
So if these sprites were used in mega man 8 on ps1 than shouldn't this game be on ps1 or have mega man 8 on snes?
This game was basically made for families who couldn't afford a PS1 or Saturn, and wanted another Mega Man game. They got their wish.
this game ere very cool
Was this about before or after Megaman 8?
At 2:17:20 : what about the other 6 rooms?
Did Wily actually say "God damn"?
Goddamn, I should really pay attention to the title of the game, I thought it was a Mega Man X style game, I feel a little less inclined to play it now
I love this, but...How could you play with Megaman? USE BASS!!! (aka Forte)
I like Bass, too, but as a longtime mega man player, it's too different.
1:28:06 forte
Turn off the light when you get out !!!
The player sometimes seem to know what he's doing (probably due to using save states), sometimes he seem to have little experience playing Rockman. It's confusing.
2:15:43 - Dynamo Man is my favorite Robot Master
Es gey :v
Yeah, I have to agree. Still, I prefer this over Mega Man 8.
Also Known As, Mega Man And Bass.
51:54 Lightnig Bolt!?
MM6: FAILD
MM AND BASS: LIGHTNIG BOLT
Impressive Capcom!
soooo dissatisfying watching him skip all those CDs :(
So many bolts!!!
9:33 no not you....
los sprites son de megaman 8 xD
