Look at the gear-box. The old drived grease of the split-ring anti-backlash prevent the anti-backlash from working. Clean the old grease between the two split-ring with WD-40. Then it will be working.
Perhaps more preload is required between the two gears by disengaging the worm gear and turning the two gears apart by another tooth and then re-engaging the worm gear.
The bull gear only rotates about 180 degrees. Can you rotate just the bull gear, leaving the capactor position unchanged, so that the bull gear is now useing the teeth on the unused half?

No, it is the old grease between the two gears. it need cleaning and new grease between the two gears. That all and then it will be work.

My guess at 5 minutes it's excessive drag from the shaft that drives the cap blades. Clean & lube the shaft bearings.
Pulling the coil pack off with ht on might damage the valves

Those gears are not supposed to b even they show in a pic im looking at that one side is offset and should be in the middle of the other gear
