He’s accelerating from like 5mph to maybe 20-25bhp in first gear, not like he’s actually going fast, plus that merc could stop quicker going 40 than most cars could stop just doing 20

I'm not saying what he did is good, but imho the speed he went does not seem excessive. Also, if a pedestrian were to be hit by the car, then that'd be a jaywalker which is illegal.
