    Professor Moriarty from "Sherlock Holmes" also should be here. Every man who has read the book knows that Moriarty is one of the smartest villains. He is at the same level of intelligence with Holmes and he almost succeeded in bringing him down, which is very difficult, you do not even know how much it is.

    I think one recent villain worthy of an honorable mention here is Helmut Zemo from "Captain America: Civil War." He was only a man, and yet, he succeeded in being the only MCU villain to actually defeat The Avengers. He spoke several languages, hacked into heavily encrypted data and was able to "put the pieces" together on tons of files, improvised attacks on the UN and a high-security military site, committed murders which were not discovered until days later, and manipulated the Avengers into destroying themselves as a team. I'd say that takes a LOT of smarts to be able to do all of that!

      Interestingenough4 you are right, he wasn't a super-villain or anyone with special abilities he was just a normal man who cared about his family and wanted revenge on the avengers for the death of the ones he loved
      He deserved at least fifth place on this list. He decided to destroy the avengers by tearing them apart from the inside.

    I actualy like Hannibal lecter from the series "Hannibal" than the movie, I don't kno,w but the actor in the series is MARVELOUS at playing the cold, keen and very elegant psychopath. he is the kind of guy who can just invite you to be killed and you would consider it for a moment.

      MrKlausbaudelaire Hannibal in the series is more true to the books than Anthony Hopkins (admittedly spectacular performance in the SIlence of the Lambs. Hannibal Lector actually being Lithuanian in the series really hit the mark for me.

      I was confused by this too. It was clear from the beginning that the "culprit" took a "front row seat" as it was revealed, hence Jigsaw was who/what/where/why he precisely intended to be at that moment.

      Yeah, it was misleading for them to talk about his suicide attempt (which was by car) while showing his ruse in the first movie where he simply posed as a corpse that blew his brains out.

      But how does that mean he's the smartest? You can know something another guy doesn't; you can plan something another guy is unaware of. But either of those guys might be smarter than the other.
      Also why Jigsaw never really strikes me as smart. Sadistic, yes. Motivated, definitely. Smart? I'm not so sure. His traps are simple mechanical devises (compare to the lasers used by Goldfinger). His victims tend to be half-wits.
      Let's not conflate wanting to teach people to appreciate the things we may hold dear (like the bible's 7 no-nos) and being really sick in the head as intelligent.

    I thoroughly enjoyed the Saw movies. They were always so well planned out and interesting to find out why he chose said trap. Even gave you a perfect quote to sum up the movies in Saw 2
    "If you're good at anticipating the human mind, you leave nothing to chance."

    I love that Hannibal and Verbal are on this list, but there are some others you missed. John Doe from Se7en (planned it all out even including his death) and Roy (Aaron) from Primal Fear (biggest shocker).

    MORIARTY! Where is he on this list? The man who can outsmart Sherlock Holmes? He would drive anyone on this list insane. Yes, Lecter is amazing as top, but even he would balk at this master. For that reason, others could have been better choices.
    Jigsaw does not belong on this list, that is the problem just "popular vote." People vote for favorites, most commonly without a logical argument. The man is an engineer, alright I get that, and he has to be some form of accomplished person with his ability to do some form of surgery and chemistry, but there are so many people who have a much more vast intellect (taking out technological advances to add power). Goldfinger, might be good at strategy but I don't think he belongs either. Some people have such a vast level of pure intelligence, strategy, book knowledge, and more.
    Lex Luthor would deserve a spot. What about Magneto? Even Green Goblin (Norman Osbourne) or Doctor Octopus? Cobra Commander? The Artchitect from Matrix? Dr. Frankenstein (still pretty up there maybe not best choice). Blofeld, the man who basically ran crime all over the world? Even Syndrome from the Incredibles (lacks some common sense though? Dr. Franknfurter from Rocky Horror is a trans-planetary genius too. This list is so limited, though it had great choices.

      Wow... you have provided zero contribution to the discussion. This isn't about right, this is logical argument. I never said Jigsaw wasn't smart, but he really isn't the definition of genius either, as a genius is exceptional capacity of intellect or creativity especially shown in original work. There are much more deserving and fulfilling people that take on the role of genius. As I said before, Moriarty, a text book definition alongside Holmes. Cobra Commander, a man who nearly singlehandedly designed the world's most advanced weaponry with the capacity to take on national armies with just a few people? People like jigsaw and goldfinger pale in comparison. There is a difference between being genius and being smart.

      Nathaniel Cromer Jigsaw was able to create his traps, get his victims, and place them in the trap and pretty much end the in walk away. He would put just about everyone else to shame

      Thats minimal compared to others on this list. He is comparable to many real life murderers. Kidnapping, some traps and getting away is nothing incredible. Most of this scenarious take place in just hours, not even days. Thats a short time for a real investigation to find results for kidnappings and murders for a completely unknown assailant. There are plenty of real word scenarios that are torturous, kidnapping, and unsolved. His grand scheme is absolutely minimal and much more easily feasible by many more people as opposed to others on this list. There are some in here that intend to create complete chaos across cities, nations, and more. Many can, and have (essentially) done what jigsaw has done, and were not even considered very smart. Dr. Harold Shipman 250 murders over 2 decades? Jeffrey Dalhmer 17 murders over about 15 years? Dennis Nilsen 15 murders over 5 years. They all used a distinct style and took years to discover.
      Arguable, the same could be said for Hannibal Lecter, except he clearly defines a much stronger degree intellect. His genius is be able to do all of his evil misdeed even WHILE in lockup. He manipulates, pulls strings, and is much more feared over a larger area, and regardless of where he is. It is the environment of a movie that changes all this to create a harsh plot or not... but arguably, even another genius would struggle vs Hannibal Lecter. If you put all of these characters in a room, 1 vs 1 to talk. I see jigsaw and goldfinger dropping out MUCH faster than the others. Genius is about taking it to the next step, and jigsaw isn't really beyond that. If you seriously think Jigsaw would put all these guys to shame, then you need to sit down and watch these movies (again).
      Im not arguing that Jigsaw is stupid, he isn't. He is just logically doesn't display a level of genius some others. I myself could provide the same type of situation on others, though I never would.

      Yes Jigsaw would end up bowing out. However, Dr. Lecter would still be there with barley no emotion of any kind. This is what makes Hannibal so dangerous. It's not the killings that he does. It is the fact that he can stand in a room show no emotion and yet control everyone around him. He did this even in prison. That is what makes him so scary. It is also the same reason why FBI was still going to him to capture other murderers. Dr. Lecter would give anyone pretty much a run for their money.

    John Kramer (jigsaw) did not commit suicide -.- actually watch the movies please. That was part of the game, the only time he was ever injured besides his cancer was when he was in a car accident and impaled by a metal pole, he took the pole out himself as a live or die instinct. That's how he got the idea to see how far people would go to live or die, him getting cancer just added to it as them having to appreciate their life after...if they survived. Those who have watched saw movies know exactly what I'm talking about.

    They are right about Hannibal being #1 but don't judge him by the movie version, read the books. He is way smarter, scarier, and amazing in the books. The end of the second book is fucking spectacular. The movie version of part 2 changed it to garbage.

He was almost if not smarter than Sherlock himself. Hannibal was definitely cunning and manipulative, but so was Moriarty.     Give Hannibal, Joker and Jigsaw all a month to make a plan to kill eachother and then see who wins. Joker dies because he doesn't know wtf to do when hes confronted with death. Hannibal would survive but then gets outsmarted by a time-trap. And jigsaw dies first because thats his plan...

      +OfficialJaffaBair If they were all personally intent on killing the other two, using smarts alone from scratch with no resources. Joker would probably murder them both pretty fast. If he sole goal was to kill, he is much more aggressive in planning and doesn't bide his time and try to stay hidden. Despite the other two being very intelligent, Hannibal would be able to garner the resources he needed for money, hired help, weapons, etc... but he would do it slowly without drawing attention. As for Jigsaw, he probably falls short of the other two, as he is a "DIY guy" and never appears to as high a level of manipulation or access to resources. He likes to plan, but in the end... Joker I think would be too fast for the others, though Hannibal probably retains being the smartest but smarts wont always win against slightly less smarts with much more brawn.

Not to mention that he was an unsurpassed manipulator of people who murdered and ate at least nine victims before his capture - feeding parts of several of them to unwitting others - all while hiding in plain sight by *actively and officially participating in the police and FBI efforts to solve the murders he committed*. Quite happy for him to be number one on the list

      HAL has been the source of many nightmares for me.. 2001 isnt really a horror film.. but with the exponential growth of technology in the last 3 decades, it makes sense to me that a computer may try its hand at trying to be the top of the food chain. I read a story called I Have No Mouth And I Must Scream, when i was 11 or 12.. and it has haunted me ever since

    In my opinion, I think that John Kramer should have been in the number 1 position. He demonstrated throughout 8 movies how, through planning, construction of advanced machinery, control and mental domain, to circumvent the highest authorities of justice and practically have several disciples that they came from the lowest to being evil geniuses shows that John Kramer should have been in position 1. If Hannibal Lecter could John Krammer too and with greater difference since he has more knowledge in subjects such as civil engineering, the various arts and the sciences.
    Hannibal Lecter may know more subjects like Theology but this can hardly help him to overcome Jigsaw's plan and even more to stay in first place

Voldemart never really understood how the elder wand worked, and never really understood what it meant that Harry was one of his horcruxes. Remember: when Voldemort finally finds Grindelwald (Dumbledore's old partner, imprisoned by Dumbledore), Grindelwald laughs in his face and calls him a fool. He was an idiot, and his entire life was a huge fail. He never got to be leader of anything other than a little band of murderers. He never gained real power, leadership, or a good life.

    Palpatine was in the top 5 most powerful fighters in that galaxy, controlled both sides of a planetary war while controlling everyone as puppets took over that whole galaxy and was beloved by a great deal of its people. Really can't compare anyone on the list to him since he destroyed planets and conqueror solar systems. Lex Luthor wanted to make billions by sinking California, Palpatine would consider that a petty crime way beneath him lol

      You have to take everything in context of their own individual world. Palpatine clearly existed in a world where there are many worlds, and interstellar travel. Lex of course lives in a world where it's just one planet... and his greedy tendrils reach all over his world. Palpatine still had to look to find where his enemies were hiding. Lex would never need to search as wildly as that.

      Palpatine should have been number 1. Seriously, as diabolical and evil as everyone on the list is, this is supposed to be about the "smartest" villain. Palpatine had an entire galaxy dancing to his tune. His only mistake across an entire franchise was trying to kill Luke right in front of Vader.

      BSGA22 Based on movie portrayals alone, the Joker is a way better candidate for the list. Lex hasn't been done justice in a movie yet; he's only been a bumbling idiot trying to pull off real estate schemes. (See the Justice League cartoon for an example of Lex Luthor done right.)

For me that makes him a villain. If he stopped the killing at the man who killed his family then i could see him as "a man seeking justice"

      He needed to send a message, and that certainly did it. You would be surprised at what people will do when they have nothing to lose. He is an anti-hero to me. He didn't want anyone else getting wronged by the system, so he needed to make a big enough commotion in order to get peoples attention. The vast public would hardly pay attention if he just stopped after killing Darby and his friend. He needed to get people to see just how badly the system is made, hence why the court room scene went the way it did. He wanted to show the judge and everyone else in the courtroom how easy it is to get off with murder. I hope this doesn't seem like a rant, cause it's not. lol
