A bit off the wall. But if M2AP black tips are exempted from the AP "handgun ammo" ban. Does this only apply to existing stock or could someone commercially replicate and sell it?
Your frame work is off. For a private citizen it is legal for them to buy, own, shoot, and sell AP ammunition as defined in the 68GCA. Manufacturing ANY, as per the 68GCA, AP ammo is regulated . There are folks who try to skirt it but they have been or will be shut down. To be clear we are talking about AP ammo as defined in the 68GCA. That has nothing to do with what types of ammo can penetrate the different types armor since there are many levels of armor. This is why the T6B can zip through lvl3a armor likes it's not even there and yet is not classified by big gov as AP ammo.
