Since 1996, when Arlington Cultural Affairs ‘Arts Incubator’ was the first government arts program to win an Innovations in American Government Award from Harvard University’s Kennedy School of Government and the Ford Foundation, support for arts organizations set the path for a thriving cultural sector.
