Rule 18 will apply in TSS. FV shall not impede passage of PDV as per rule 10(i). But, if FV impeded, PDV has to take action as per 8f (iii) and 18(a). For applicability of 18(a), read comment part in rule 18, para ii, page 87 of cockroft.
in first situation i can apply rule 8e to reduce my speed and let her pass ahead of me , in case as you r describing how can i alter my course to stbd to enter in inshore traffic zone or alter to port to enter in saperation zone , as per you can we reduce our speed to let her pass ahead of me as per rule 8e ?

In one of my friends oral he said that fv cannot impede the passage of a vsl following traffic lane in tss rule 10 therfore i will sound 5 short n rapid blast n take action as per rule 8f but the surveyor failed him saying u are the give way vsl as per rule 18a my fried said that 18 says except where the rule 9 10 13 otherwise require so the surveyor again said yeah but rule 10a also says that it does not relieve any vsl of her obligation under any other rule Please explain me i have oral in a few days and i am totally confused as to what to do
