1991 economic reforms were not willful or visionary reforms but the forced reform by IMF as our forex was diminishing and economy falling.
If it would have been a visionary and willful reform then it would have been implemented in letter and spirit then itself but it's actual implementation started after 2014.

Another contribution of PV Narasimha Rao was 73rd & 74th Constitutional amendments giving the local bodies constitutional status.
In 1992, the Bharat Ratna conferred to Netaji was rejected by his families with two objections, 1)posthumous & 2) a person who is above the award should not be awarded. Then, Abul Kalam Azad was awarded the Bharat Ratna in place of Netaji.
