Yea it's practically customary for these guys to use their momentum on the pushup and barely engage their arms. The jump, however, is not usually this lackluster, but they have a pretty reasonable excuse

Every country is open to compete. Look at the Europe, Asia, Australia, South Africa regional. Every country is included in the open and regionals to get into the games.
