Skyrim VR has fairly dodgy performance in general, but I don't think what mod manager you prefer to use factors into the equation a whole lot so long as you have your load order figured out. It's more about what your pc can handle, what refresh rate your using, how high you have the resolution cranked, if you have any performance mods and if you've done the ini tweaks. There's a lot of factors actually.

Skyrim VR is only available for pcvr and psvr, but the PlayStation version can't be modded.

Only by connecting your headset to a pc that can run the game.
