Copper pass current through (in fact, it has very little resistance and is cheap, which is why copper wires are made). Oxidized layer of copper doesn't pass any current. This is one of the reasons the copper wires are insulated. The other being the more obvious one: safety.
The copper oxide is also rather dense (like aluminium oxide) so it doesn't rust through, because the oxygen can't get into the "clean"copper underneath.

Iceland isn't mosquito free like you think. Well, maybe they don't go by the name of "mosquito" but they do have a slightly larger similar animal. I got mosquito-like bites several times while sleeping in a hostel in Reykjavik and I saw the culprits. It's an inch-sized flying insect that stings. Maybe if you go camping, which I didn't, there might not be any flying insect given how chilly and windy it is
