For any regular exam, like a 3 hour exam.
Drink the coffee an hour before. This optimizes the duration of the caffeine. It will kick in and serve you right in time.
I know I can drink a full cup without getting exam anxious. So I drink a full one.
Since caffeine blocks a specific molecule from binding in the brain. A molecule that multiplies in number during the day. It doesn't hurt to start early with caffeine and space it out from start morning till into the exam.
