I tried ultimate hunter, it did not work on teemo's ult. with or without ultimate hunter his level 3 ult still has 12 seconds charge time. I don't know whether it's me who made a mistake or something.

You built the item too early. There is a gold penalty when using jg items if you make them before 14 mins. Since the changes, it's better to complete something else first, or make the non jungle components and sit on them until you can complete the fully upgraded jg item after the 14 min mark.
