I think by this episode Kenshin unconsciously is attracted to Kaoru but doesn't want to admit it. When Jinei kidnaps Kaoru, he says "I assume this is your woman, Battosai!...Get angry!" Kenshin didn't declined it but he doesn't agreed to it either. He is attracted to her but doesn't want to get attached to prevent further issues.
He was attracted to Kaoru from the very first episode else he won't be agreed to stay at the dojo. I think he felt an admiration and an urge to protect a precious woman like Kaoru from the moment he met her, since we got that legendary line in episode 1 itself "I prefer Karou dono's naive lies ..." By the time in Jinei's episode Kenshin is romantically invested. I felt a little let down because in the 1996 Anime we got almost zero romantic scenes and thought may be it was made for kids so they avoided it , may be in the new anime reboot we will get some but upon watching the entire old anime and reading the manga I understood this is a story of 1870's and a silent yet deep romance is the approach. Also Kenshin, despite falling hard for Kaoru had a hard time admitting it since he left her at Tokyo at the beginning of Kyoto arc. It is until he learnt the final attack of Hiten mitsurugi ryu from his old master and learnt the will to live I believe he embraced his true feelings for her. His master asked him to be not be a man slayer but also not be a Buddha, think about the Girl who has come from Tokyo to you. I think this is an eye opener for Kenshin. Before that he didn't value his own life and didn't consider himself worthy of Kaoru . In the last battle with Aoshi Kenshin confirmed that he wanted to sacrifice himself in battle or war in order to repent for his Hitokiri era. But now after learning the will to live he will never undervalue his life. Kaoru on the other had I felt was smitten by him from the very first sight. Also I think their relationship needs social acceptance. Like Kaoru is from a respectable home who owns a Dojo where Kenshin was an assassin turned vagabond. So they really had to cross their own hurdles to be together. Both personal and social. I just adore them, exemplary lovers.
It's honestly scary how angry Kenshin was after that guy takes her and kidnapps her and she almost passes out poor girl Kaoru is so cute! She is even more beautiful with her hair down
