In that video, when the red vessel was crossing the TSS and gave way to the second vessel it shouldn't have altered course to starboard to give way as it went against the flow of traffic. it should have rather made a bold alteration to port and past ahead or made a bold reduction in speed to allow the other vessel to pass ahead.

@@viktor187 i agree but which obligations do we have (PDV) toward a vessel less than 20m shall we act with her as a normal pdv or it is protected under r18? Also what if vessel less than 20m crossing the tss with give way pos, shall we give her way according rule 18 or no it is a normal pdv

@@sansimdock in 13 correct but in 9 and 10 nope, cz vessels shall not impede 8f still have the right of way in case they dont take an early action. In that case we have to avoid them according to vessel rank in rule 18. Correct me if I am wrong.
Technically the vessel NUC is the giveaway vessel. But the stand on vessel should not use malicious compliance in order not to take action. Rule 2 responsibility still falls into effect. They must depart from the rules, if it means to avoid collision.

As per rule 15, you shall avoid crossing ahead of the vessel that is to your stbd. Reduction of speed is also a good idea.

@@grrad76 in that case when a less than 20m vessel not giving way we as a PDV will take action under rule 8 point f subparagraph 3.
