Maybe this is an american thing, but that gesture is often just an acknowledge ment of another person to let them know you see and register them, sometimes just to get their attention other times as a sign of mutual respect like when youre walking By someone when you're on the street. I often actually answer if people ask "how are you" and I don't mean it as a greeting when I say it.
"Y'aight?" doubles as a hello here, if someone's genuinely asking about how you're doing it'll usually be "how've you been," or "how're you doing," etc.
Here in the US people ask "how are you?" And then continue talking without waiting for you to actually answer.
I had a manager that would asked me “are you alright?” And I would just reply “hey” but he was so persistent that he would ask again because he actually wanted me to answer 😂😂😂
I don't think I've ever heard someone say "You alright?" as a passing hello.
