The site is owned by an Irish company called harcourt developments, a massively rich company. The site is mothballed until they finish a huge redevelopment in Ireland, nothing to do with how many are sold. The crane has a clutch which is left off when it’s not in use so the wind will turn the crane without resistance. Harcourt have just purchased a large number of buildings in the surrounding “10 streets” area next to to TW.
They aren't starting on phase 2 & 3 of this until 90% of the apartments have sold in phase 1. Which hasn't happened yet because the prices are a joke 😂 And I think they face cranes into a certain direction when they expect some bad weather. There was heavy winds recently so someome might have went up and moved it for that reason. It definitely isn't being worked on at that end.
