the seat belt was twisted really bad... the seat has to be straight to go in the forward facing position also... thats why it wouldn't turn all the way around... i never seen the rear tether being used either just saying.. i don't give a shit about much but child safety should be one that you do care about.
Were the bottom anchors installed? I think I saw the top tether installed, but the seat belt lock wasn’t flat

For this specific seat the top tether does need to be in use in either mode, I have the seat and read and re read the Manuel carefully many times
