He had to come face to face with his past. This episode really helped to show that beneath that facade of a fun person was one who had some dark shadows from his past.
I always find that quote from Sherman fairly enlightening, since he carried out war crimes against civilians during the Civil War. He also continued those same tactics against Native Americans. He pretty much admitted to his crimes, and it's clear his quote is him trying to excuse his barbarism.

He also did the march from Atlanta to the sea as a new form of warfare. He knew that as long as the civilian population supported the war, it would keep going. His action had the objection of scaring the population and making them see that their army could no longer stop the Union army from doing what it wanted to do.
I really love how they continue this story for O'Brien in DS9 S02 E24 Tribunal. It gives him some much needed depth with the Cardassians being front & centre. Their justice system is a farce though!

Chief O' Brien was one of my favorite Trek characters. He did a great job in both TNG and DS9. He added so much color and depth to the series.
Of course the major victims of war are the dead. But there is another group .... the wounded. Not all wounds are visible.
I hope this Cardassian survived the war. He seems honest to make an effort for peace
