Because of multiple things. When Spanish and French civil wars started, that weakened the world and strengthened Yugoslavia. Furthermore, Japan leaving was far more harmful to the world because Japan held a huge chunk of factories of the world, and also had astrong army, making the world have to redirect a lot of their forces to Japan. Unable to do that and maintain the line with Yugoslavia, their defences on the Eurofront collapsed and Yugoslavia breached through, which ended up in USSR capitulating. Without the USSR Yugoslavia had nothing to fear anymore.
A lot of the industrial research gives bonuses to your industry, how do you think countries using prewar tech to build factories and make weapons are going to outproduce a country with technology 15 years in the future?? Even with the whole world at Yugoslavia's neck, Yugoslavia would have produced far better equipment, had the best support companies, and the most advanced jet planes from the get-go.
@@qinjiwei5058 yes, Yugoslavia have far better technologies, but it hasn't resources to produce technique in amount adequate to the world's. if you have 100 jets, but your enemy have 10000 piston planes, who will win?

So while resources will still be limited, Yugoslavia can always invade it's neighbouring countries for steel and aluminium. Rubber can be created from synthetic refineries with maxed out rubber production tech.
