No this isn't even close to guaranteed. Is it good? Maybe. But in order for it to be guaranteed you need a lock down assist like dante, skrull or Ironman ect. Simple answer no it isn't unless you have something like the above names mentioned.

you do not need a lockdown assist to get laura unblockable guaranteed, but you would have to time a frame perfect meaty for it to be actually guaranteed assistless, and you risk getting blown up by stuff like hard drive. Once they block anything they're forced to take the unblockable, like shuma level 3 (and it also works on hit ofc). it's not like viper or firebrand where they have to block until you full charge it, Dirt Nap in the air has the same frame data and hitbox as her jump light so she can true string into it.
But a lockdown assist removes all need for timing which makes it consistent, and also makes it safer to stuff like incoming hard drives
