No doubt Bruce. Wing Dings is a tricky one to pin down. Alot of what we know about him are just theories and heresay. In his fragmented state he's not much of a threat. Best to just keep him that way.

Heck even the contingency plan Batman has come up with here might not even work, the Tachyon disruptor rifle might not work as intended as Gaster's nature of his shattered existance might make him invulnerable due to his simultaneous existence across all of time and space, as well as his Schrodinger cat-like relationship to the existance itself

In Undertale logic,what would Bruce's LV be? You can argue that it'd be LV 1,since he's never killed anyone before,but LV stands for level of violence,basically how easy it is for you to hurt someone,and I'd say it's easy for Bats to beat the crap out of someone,so his LV would probably be around 20(the max you can get in Undertale,unknown if there's a level beyond that),but that's also interesting because your EXP,or "execution points" go up with your LV in the game,so is Levels of Violence linked to how easy it is to kill,or to simply hurt people? That's one thing I never really understood.
Lv 1 most likely. Since leveling up requires you to kill. So unless Bruce accidentally killed someone. It's Lv 1

What you fail to plan for is the fact that the place where Dr. Gaster resides in provides him with unlimited power, for normal beings they eventually tire out or drain themselves
Dr. Gaster in his state has no such limit, his intellect combined with his incalculable amount of power and influence and full dominion over the realm he lives resides is not so easily countered against
