This boss encounter is available through the Snow Fox Brush quest line, to start this talk to the monkey laying down just outside of the Forest of Felicity shrine. He will grant you the ability to transform into a fox, then you need to go to this location to trigger the boss fight.
Once the quest is complete, you receive the Snow Fox Brush curios - which "Moderately increases the duration of Transformations."
