I have a feeling he was trying to revive his parent all along (which is why he teamed up with Sasori at Akatsuki and tried out Edo tensei) . He actually tried everything and it was impossible so he had to move on. The second plan was to essentially attain godhood with the Sharingan but that also turned out to be a rigged plot so he gave up. With all the experience he gained he moved on to his next project - being a parent and starting a family. It's quite clever if you think about it. It fills all what he needed and he realized he has so much to give.
