They thing is that the US would still focus on the "War on Terror" rather than the "War on Drugs". The cartels know that all it takes for their own income to be decimated is either the US legalizing/decriminalizing drugs, or pulling its troops from overseas and sending them to Mexico. The latter would mean that every operation the US had in the middle east has to stop including funding. So cartels need to ensure that the US keeps itself busy overseas rather than the southern border and they know that the only real way the US would go after the cartels would be through actual war with Mexico. Going to war with Mexico in order to stop cartels isn't exactly going to be perceived well by the US, Mexico, or the rest of the world.
The US won’t risk to start a war with a neighbor, the war will end up spilling over to the US. Plus, the mexican-american border is one of the longest in the world, keeping all of that constantly militarized will be extremely challenging and expensive.
Valeria doesn't intend to ally herself longterm with the terrorists. Her plan was to assist the terrorists in a major attack to take heat off of the Cartel. If the US starts going after the Cartel and it ends up hurting their profits, she can always just stop helping the terrorists and the US won't go after her anymore. Well, the US would probably still go after her. But they can't justify funneling a ton of anti-terrorism resources on the Cartel if it's not actually stopping any terrorism.

I’m from Mexico and it really represents the reality of the cartel. Diego represents the people that are on the cartel because of the money, they really like being there but are not really crazy. Valeria represents the crazy people that are there because of the power and loves making bad things, the money doesn’t matter at all for them
