"Sissy" is not a good translation for めす. "Sissy" means シスターボーイ or 弱虫 or 女々しい or even ホモ . It is almost never said about women, but rather men who are weak or womanly or homosexual. It's ~very~ derogatory and usually ~very~ offensive, and probably shouldn't be used outside that context (i.e. the person speaking is directly and strongly insulting someone's manliness). めす is a tough translation because there's not really an exact English equivalent that isn't usually used as an insult. "Coquette" is a loanword from french which captures the meaning in this context, but it's not a well-known word. Maybe "flirty/flirtatious" or "seductive" would match better? Seductress? Temptress? What happened here is that I try to use a variety of words to translate something that's not directly translatable to English and "sissy" was one of the words I decided to use (You might have noticed I also used words like "feminine"), but "flirty" would have been a better word to use instead for the reasons you listed.
