One thing you have to admit - India has lots of slums too. But pretty much anyone can just walk around in those slums without any safety concerns. Foreigners go there to take pictures without any safety fears.
There is no violence in this specific favela, Rocinha, because the drug lords don't allow robbery, fights or murder. The dealers want to sell their product for the tourists, and violence is bad for business.

Turavashu Bhai, Isn't it too dangerous to visit such a slum area all alone, in dingy, dark isolated, filthy streets in an unknown City. You never know one or two rogues spring up from nowhere & pounce upon you to cause harm to you. Be careful, avoid such adventures which are fraught with risks of losing your money, PP & other valuables. Adventures are rewarding but not at the cost of one's own life. God bless you ! He is going with local guides. Locals know most people. There is an unsaid rule there to let locals operate as it brings revenue to the favela. Same happens in townships in South Africa and dharaavi in Mumbai
Never enter these places alone because you can be mistaken by rivals or undercover cops. But if you have somebody who knows the place you’re safe. It’s not allowed to rob inside the favelas. You as a foreigner is safer there than a local person because they know you’re not a threat.
