It actually is, just not the "Parliaments" everyone is familiar with. Apparently, there were 2 groups at that time calling themselves "The Parliaments". This picture is of the other group, who was headed by someone that went by the name of "Little Archie". The song, however, is Clinton's.

If you read and UNDERSTAND what I said in reply to you (and also do a little research like I did), You'll realize that this is a picture of the OTHER group that also called themselves "The Parliaments". The song "You make me wanna cry" does however, belong to George Clinton. This other group's picture was incorrectly included.
