Desktop version of Office has more functionality so I would go with that and Surface Go. Note that you will have to factor in price of the Surface Go Type Cover because, in my opinion, the Microsoft virtual keyboard isn't as intuitive to type on as the iPad's. No need to get the Alcantara version of the keyboard as the standard keyboard looks and feels very durable, and the typing surface is easier to clean. Surface Pen is another US $100. Another major plus for the Surface Go is the file system is typical OS file system which is familiar to anyone. iOS file system is sometimes very frustrating.
What did you go with? I've been kicking around the same decisions except now the 2019 iPad Air has entered the conversation. I want it for notes more than anything for my MBA program and I'm planning nursing school.

James, I'm the same. I can't take notes/write on a glass surface, there's something about pen and paper for taking notes. I would switch then, but as long as it feels like plastic slip sliding across glass, I'll stick with pen and paper.
I think the only thing at this point that comes close are the digital pens with textured tips. Even then it's really no comparison. With time it seems there's an invention for everything. I hope down the road we'll eventually transparencies, completely clear paper with a textured surface. What I have now is Canson's Vidalon Vellum which is as close to the above ^ as I've seen.
