To be fair, this is the era where the technology weren't advanced yet. But compare to other games with sprite-based cutscene at a time, this is obviously looks mediocre.
The good kind of crap. I like the Buzzy twang of the Turbo Graphics, The droning echo of SNES shlock sound, the scratchy humm of the SEGA Genesis. I prefer it over the Crystal clear beautifully orchestra-able sound of CD.

It's CD. Same expectations of a real CD you use to play music and video.
Considering that it's a CD game for PC Engine, yes.
The CD addon adds more RAM to allow such capabilities. There were several system cards released that would increase it.
